Gas and electrical installations – duties of landlords
Issue 21 – October 2010
Energy Safety has recently investigated several reports of unsafe installations in tenanted properties. Landlords are reminded that they have a duty to ensure that the gas and electrical installations in the properties they lease must be safe.
Both the Electricity (Safety) Regulations 2010 and the Gas (Safety and Measurement) Regulations 2010 have provisions that explicitly state what aspects in an installation are deemed to be unsafe. Both regulations have a general safety requirement that states a person commits an offence if they allow another person to use an installation '...knowing that, or being reckless as to whether...' the installation is unsafe.
AS/NZS 3760:2010 In-service safety inspection and testing of electrical equipment
Specifies procedures for the safety inspection and testing of low voltage single phase and polyphase electrical equipment, connected to the electrical supply by a flexible cord and/or connecting device, which is new equipment placed into service for the first time, is already in-service, has been serviced or repaired, is returning to service from a second-hand sale, or is available for hire.
This Standard is a revision of AS/NZS 3760:2003, which remains current but will be superseded once the Electricity (Safety) Regulations 2010 are updated
